History of ESHDC
The Nigeria Building Society which was set up in
1956 with a capital of
N2.25
million was the first major attempt by Government to
finance home ownership in the country. The Society was
set up under an arrangement between the Colonial
Development Corporation, the Central Government and the
Government of Eastern Nigeria. Unfortunately, the impact
of this novel effort could not be felt by majority of
the populace, as the NBS was only able to serve a very
restricted section of the population due to its credit
terms, commercial orientation and lack of funds.
The
introduction of Regional Housing Corporations soon
followed, with that of the Federal Territory of Lagos know
then as the Lagos Executives Development Board The Board
and the Regional Corporations were charged with the powers
to acquire land, develop and manage housing estates, and
to make loans available to people who qualify for such
loans to build their own homes.
One of such
Regional Corporations was the Eastern Nigeria Housing
Corporation. The impact of this Corporation was felt in
Enugu and Port Harcourt where it developed the Abakpa Nike
Housing Estate phase I and the Trans Amadi Housing Estate
(Rainbow Town) before the civil war.
After the
war and the creation of three new states from the former
Eastern Region, the East Central State Housing Development
Authority was established in 1970 and by the time of the
bifurcation of that state in 1976, it had begun work in
the Riverside Housing Estate, Apakpa Nike and the Trans
Ekulu Housing Estate both in Enugu and the Aladinma Estate
in Owerri. The activities of that Authority also included
provision of per-contract consultancy services for
Government and Government Agencies and the construction
and refurbishing of some Government projects eg. Alvan
Ikoku College of Education, Ohafia Armey Barracks, Queen
Elizabeth Hospital Umuahia, etc.
Following
the creation of Anambra and Imo States in 1976, the
Anambra States Housing Development Corporation was
established by Edict No 10 of 1976, Apart from continuing
with the projects started by the Authority, it went ahead
to expand both the Abakpa Nike Trans Ekulu Estates in
Enugu and also to establish the Niger Bridge Head Estate
in Onitsha. The corporation, during the Second Republic,
also established its presence in 16 Local Governments
Areas of the old Anambra State where it commenced work on
pilot Schemes. It was under the Corporation that work was
begun on the phase VI project of Trans Ekulu in 1987.
Enugu and Anambra Stae were created by
the president and Commande-in Chief on 27th
August, 1991, and after a long period of inactivity the
old Anambra State Housing Development Corporation was
finally spilt – giving birth to the Enugu State Housing
Development Corporation. The Corporation is poised to
extend the scope of activities of its predecessor and with
the assistance of the Enugu State Government, there is no
doubt that in not too distant time the problem of housing
will be a thing of the past in the state.
